Türkiye'de Halk Kütüphaneleri için Yenilikçi Örgüt Kültürü ve Stratejisi
Abstract
In this study, current management and service development approach of provincial public libraries in Turkey and relationship of these approaches with innovative organizational culture were focused on. It is argued that the organizational continuity, effectiveness and efficiency of public libraries cannot be achieved with traditional management and service approaches; therefore, innovative service and management approach should be adopted. Innovative management and service approach is the product of innovative organizational culture. The hypothesis of the research has been formulated as "Innovative management and service structure cannot be developed in provincial public libraries in Turkey due to the dominance of traditional management and service development approach, hierarchy culture and lack of strategy to support innovative culture". In this context, the main purpose of the research is to put forward the current structure of organizational culture in provincial public libraries in Turkey, to determine the causes of the failure to develop innovative management and innovative service structures and to reveal the relationship between this situation and organizational culture. In addition, it is also aimed to create perception and awareness of innovative organizational culture and to develop a national innovative organizational culture strategy development model, innovative organizational culture strategy principles and innovative organizational culture strategy action plan proposals that will form a basis for the cultural change and transformation process. Descriptive method was used in the study, questionnaire and semi-structured interview techniques were adopted. A questionnaire was conducted with 182 personnel (administrators and librarians) who were professionally trained and working in provincial public libraries, and semi-structured interviews were conducted with seven participants working in the General Directorate of Libraries and Publications as a director. The survey questions were designed within the scope of the current management and service development approaches of public libraries, the factors that prevent innovation in public libraries, perspectives of the users towards the concept of innovation, and the current and targeted organizational culture approaches of public libraries, while the interview questions were mostly designed in parallel with the survey questions. The thesis consists of five chapters: "introduction", "management, organizational structuring and public libraries", "innovation, organizational culture and public libraries", "findings and evaluation" and "results and recommendations". As a result; it was understood that traditional management approach and service development in public libraries in Turkey is common, hierarchy culture approach is dominant and necessary strategy elements for the systematic implementation of innovation are lacking/insufficient. Innovative management and innovative service are the products of innovative organizational culture, innovative organizational culture is the prerequisite for being a learning organization, and cultural change is the necessity of social change. In this context, in order for public libraries to respond to social change, ensure organizational continuity, effectiveness and efficiency, and to build management and service development approach with an innovation-based approach, an innovative organizational culture strategy development model, strategy principles of organizational culture, innovative organizational culture strategy action plan are presented in order to achieve this change within the dimension of organizational culture, apart from the general suggestions put forward in the recommendation section of the research.
